ABOUT
It is the second time when CANactions and WNISEF launch open call for project proposals within Small Grants Competition. The first time the competition was held in January-March 2016. As the result, 262 urban project proposals were received, diverse in their theme and geographical distribution, and only 7 winning projects were selected by the competition international jury.
Small Grants Competition main goal is to empower initiative citizens to implement different kinds of real urban projects
The competition is open for everyone who want to implement an urban transformation project until 01/07/2017.
It is organized in Ukraine and official language is Ukrainian.

The total amount of financial support - up to $5 000 - will be distributed through maximum 10 projects ($ 5 000 for a project) for further implementation.

WHO MAY PARTICIPATE?
  • ACTIVE CITIZENS
  • NON-GOVERNMENTAL ORGANIZATIONS
ELIGIBITY
  • an organization or an individual may submit only one project;
  • team leader/coordinator must be a legally competent adult (above 18).

ATTENTION!
At least one member of a team that wants to submit a proposal has to be registered as a business entity (private entrepreneur or legal entity) or belong to a community organization/NGO to submit the application on behalf of it. He/she has to reside in Ukraine to sign the contract if his/her project proposal wins the competition. Contract signatory (whether a person or an organization) bear full responsibility for all the commitments taken.
WINNING PROJECTS TEAMS WILL BENEFIT FROM:

  • financial aid according to the amount requested;
  • consultations within the projects framework;
  • media support during the whole time of project implementation;
  • a valuable experience of implementing interesting and actual urban transformation projects, with transparent and clear implementation mechanism;
  • a chance to hold public events to share experience with others on how to implement projects.

PROJECT REQUIREMENTS
  • real and tangible outcomes orientation;
  • no commercial and religious components as well as political orientation;
  • comprehensive understanding of project structure, methodology and steps of implementation;
  • relevance and social importance of a project;
  • involvement of local stakeholders in the project - representatives of civil society, business and local authorities;
  • proactivity rather than reactivity, meaning problem-solving, not just addressing the impact;
  • further implementation in Ukraine and for the local community life improvement;
  • prior research, meaning familiarity with the world as well as the local contexts in which similar project are being realized;
  • accordance to the principles of sustainable development.

The preference will be given to those projects that imply strong and stable social effect and contribute to real positive changes in cities and towns in Ukraine, while involving local community in their realization.
BUDGETING
REQUIREMENTS
  • co-financing should comprise at least 20% of a project's overall budget;
  • in the budgeting worksheet an applicant should provide clear information about sources of co-financing and their actual status;
  • the overall amount of sum to be provided by the grant is calculated by the following formula: the overall budget minus amount of co-financing;
  • budgeting worksheet units and subunits are fixed. Though it is not mandatory to fill in all of them: expenses in budgeting worksheet might be ascribed to all or to some of the units;
  • budgeting worksheet categories and subcategories are fixed, though, they are not mandatory for each project. Applicant's budget expenses might be ascribed to all or to some of categories;
  • fees and operating expenses should not exceed 20% of the overall sum requested as a grant support;
  • unexpected expenses should not be included into the overall sum requested as a grant support.
THE FOLLOWING PROJECTS WILL NOT BE TAKEN FOR CONSIDERATION:

  • project proposals that duplicate functions undertaken by state-level or local governmental institutions (except those that tend to increase their effectiveness);
  • charity projects and charity events;
  • dissertations, theses researches and monograph publications;
  • for-profit projects.

  • additional materials (if available/not mandatory) ) that describe your project; create them as one PDF-document of max. 10 pages and up to 20 Mb. Video-materials should be sent as hyperlinks. Please note: materials sent in way different to what is described above, will not be considered.
THE JURY
The jury consists of well-acknowledged international experts and high-qualified specialists in the field of urban development.
The organizational committee has the right to change the jury members list.
EVALUATION
PROCEDURES
  1. Submission of the projects is held in two steps with all the terms and conditions available on the website www.dreamactions.com.ua
  2. Technical expertise of the submitted applications on the ground of their accordance to competition requirements. Only those applications submitted in full (application form + budget) and before the application deadline, will go through the expertise. Afterwards all the applicants will be informed about whether their proposals are accepted to the next round of evaluation or declined.
  3. Project proposals evaluation is made by the jury members, who are professionals in the field of urban development. The selection of winning projects is organized in 2 rounds. The list of jury members of the first round may be different than those of the second. The first selection round implies that all the submitted applications are being evaluated based on same criteria. Projects selected for the short-list will be informed about time for skype-interviews not earlier than 12 hours prior to it. The second round of evaluation implies skype-interviews with team members of the shortlisted projects, after which a collective discussion follows;
  4. Projects that win will be informed about it by email and the list of the winners will be uploaded on www.dreamactions.com.ua
  5. Organizational Committee might suggest some changes to project's implementation plan or project's budget in order to increase its effectiveness;
  6. Grantees sign contracts that set the framework for the future cooperation.
REASONS FOR DISQUALIFI-CATION
  • an application does not correspond with the application requirements. In this case, the Organizational Committee has the right to disqualify the application;
  • an applications and/or budgeting worksheets submitted after the stated deadline;
  • an applicant provides false information.

COMMITTEE
Organizational Committee of the Competition consists of representatives of CANactions and WNISEF. All the decisions as well as changes to the terms and conditions of the Competition are being made at the Committee sessions.

All the official information will be available on our website: www.dreamactions.com.ua. Please note: if there is some misleading in information on other sources, the one on the official website is the official and trustworthy.

Participants' personal information may only be used for organizational reasons. Projects that will be selected for the short-list will be available open-source on www.dreamactions.com.ua with all the rights reserved for the holder.
